UNHEARD-OF SYSTEM OF GOVERNMENT.
After twenty-one years of administrative despotism under the rule of the brutal
dictator, late Barre, Somalia, became a dangerous colony of grisly warlords who put their personal interest before the national common interest and divulge the top secrets of the state now and then.
When the totalitarian leader, Barre, was ousted from power by the knavish
anarchists in 1991, a bitter political altercation rose among the leaders of the
four clan-based opposition movements, USC, which believed in Hawiesm, SPM, that
believed in Absamesm, SSDF, which believed in Hartism; and SNM, that believed in
Isackism. Though, SNM, emulated the threesome blind factions in achieving its hidden political ideology secession of the former British protectorate from the now violent Southern Somalia, the then Italian Somaliland. But, the procreation of the theme of SNM pathfinders still remains a pending case Somaliland has not yet been recognized by the world.
From dictatorship to warlordship, from nationalism to anarchism, from patriotism to nepotism, from tribalism to clannism, from factionalism to extremism; Somalia became the goriest spot to live in the whole world.
Because of the above hardships, the pliant Somali civilians became susceptible to the pros and cons of the gruesome warlords; and as a result of that, they,
civilians, faced a painful tribulations which signify a great fie vile, on their patriotism to date. All the afore-mentioned human follies had unequivocally blemished the pride and the valour of the then gallant Somali people who lost all kinds of national gumption.
The ceaseless inter-clan-crises had led the country to plain lawlessness with gross violation of human rights. Its crystal clear that any Somali avid reader of the plot of the Horn of African politics, has a golden scope to descry the inception of the troublesome national plight lack of patriotism and absence of down-to-earth rule with fair administration.
According to my view, the major problem that makes Somali citizens suffer at the
hands of thetreacherous warlords is that: they lost confidence in Somalism and in themselves, they are irritant to criticism and intolerant to re-correction, they are insured against nationalism they prefer tribalism to patriotism. These are some of short-comings that Somalis are facing.
Unheard-of System of Government!
If we glance at the institutional history of our world, there are four main systems of government in the whole cosmos:
1 Presidential system of government, like the United States of America, where the president is the head of the state as well as the head of the government.
2 Parliamentary system of government, like the current Italia, where the president is the head of the state; and the prime minister is the head of the government.
3 Monarchy system of government, like the Kingdom of Saudi Arabia, where the king is the head of the whole nation and all the power is with him.
4 Military system of government, like Turkmenistan, under the rule of the
autocratic leader, the late Saparmurat Niyazov.
In addition to the four stipulated systems of government, there is a new system of government four and half kilo system of government tribal parliamentary system of government, the current Somali interim government. This government was built on the bases of the law-makers genealogical status and line. That is to say, tribalism is above the law and clannism deputises for it. This system neglects by-election and nomination. If a member of the legislators passes away, the government has no the power to nominate another MP without the choice of his tribe. Must you discern that there are academic ideologues professors, semiliterates as well as illiterates who have never seen the world of books and pens in the Somali law-making house? The latter elements are foiling in the stability of the disturbed country. And I sturdily believe that these kind of people will never save the ailing nation.
Solution to the current national problems:
1 Withdrawal of the illegal Ethiopian invaders from Somali territory, for they, Ethiopian forces, foist themselves on Somali civilians who revile them more than the hell.
2 National absolution, forgiveness, and confidence-building.
3 Deployment of peace-keepers with limited prowess.
4 Replacing Somalism to tribalism.
5 Eradication of nepotism and creation of nationalism.
6 Creation of Somali-Somali interrelations.
7 Teaching the Somali youngsters the meaning, value and validity of peace as well as the harmfulness of war and tribalism.
